The Toolkit is designed for local authorities wishing to conduct a local household travel survey.

Local authorities vary in terms of the amount of internal resource and level of survey expertise they can commit to conducting a household travel survey, and The Toolkit was designed with this in mind. LTS has been designed to be actionable even by local authorities which can make available just one member of staff, although this person needs to be numerate, well-organised, and ideally would have some experience of managing projects and working with contractors.

Some local authorities will choose to contract out much of the fieldwork and survey implementation. Others will choose to conduct many of the survey activities in-house. The Toolkit supports both groups of authorities.
