Director of Performance & Operations
As Director of Performance and Operations, Steven oversees three departments that support NatCen's research studies: IT, Operations and Project Computing. He is responsible for strategic development of these departments to meet the business's current and anticipated future needs, and for driving process improvement and efficiency.
Prior to moving into this role in January 2010, Steven contributed to developments in NatCen's operations from a position as a senior manager in its research department. He chaired NatCen's Operations Board (2008-9) and a working group to improve field capacity planning (2005-7). He also developed a framework for NatCen's use of performance measures.
As a research group director (1998-2009), Steven managed a wide range of research projects in the fields of education and training, the family and socio-legal research, employing a variety of sampling, interviewing and analytical methods. He led the NatCen research teams for the evaluations of the Education Maintenance Allowance, the Activity and Learning Agreement Pilots, the Adult Learning Grant and On Track. He also led teams that delivered the Citizenship Survey, the Student Income and Expenditure Survey, the National Adult Learning Survey, the England and Wales Youth Cohort Study and studies of beneficiaries of European Social Fund training.
Earlier in his career Steven worked on the National Readership Survey and the RAJAR radio audience measurement research at Ipsos RSL (now Ipsos MORI). His first job in research was as a market research interviewer, during his vacations as a university student.
