Inclusive Transport Strategy Evaluation

The Inclusive Transport Strategy (ITS) is an extensive programme of work that aims to make the UK’s transport system work better for disabled people

About the study

The Inclusive Transport Strategy (ITS) is an extensive programme of work that aims to make the UK’s transport system work better for disabled people. The Government’s ambitions for inclusive transport are to ensure disabled people have the same access to transport as everyone else and for them to travel confidently, easily and without extra cost.

NatCen Social Research have been asked by the Department for Transport (DfT) to monitor and evaluate the ITS to explore whether and how the strategy is achieving its goals.

The evaluation of the ITS is now in its second wave and will build on the findings of the first wave, conducted in 2020. To see the baseline report, please visit Inclusive Transport Strategy: evaluation baseline and technical reports - GOV.UK (www.gov.uk)

What are we trying to find out?

This study aims to explore the impact of the ITS, and whether disabled people have the same experiences as everyone else.

The evaluation will involve:

  • Online and telephone survey with disabled people and non-disabled travelling public through the NatCen Opinion Panel
  • Online and telephone survey with assistance dog users
  • Qualitative interviews with Transport Operators and Local Licensing Authorities

For assistance dog users

A key element of the DfT Inclusive Transport Strategy is to understand the experience of using taxis and private hire vehicles for those who rely on assistance dogs. We are conducting an online and telephone survey of assistance dog users to explore:

  • Reasons for using an assistance dog
  • Experience of using taxis and private hire vehicles
  • Experiences of being turned away from using taxis and private hire vehicles
  • Experiences of reporting or taking legal action against illegal refusals.

Your participation is completely voluntary, and you can participate anonymously.

If you do not feel able to take part online, we can arrange for you to take part in a telephone interview with one of our NatCen researchers.

The survey is designed to be screen reader compatible (including JAWS and NVDA) to assist the visually impaired.

If you would prefer to complete the survey over the phone or have further questions, please call NatCen on 0800 652 4570 or email ITSquant@natcen.ac.uk.

For Transport Operators and Local Licensing Authorities

We will be conducting interviews with transport operators and local licencing authorities to understand how they have implemented or are planning to implement actions relating to the Inclusive Transport Strategy (ITS), including in training and complaints processes. How your participation will make a difference

This study will provide feedback to the Department for Transport (DfT) to help them understand how future policy and services can be tailored to deliver on disabled people’s needs when using public transport. This is your chance to confidentially and anonymously share your thoughts and experiences with the government and help to shape future policy decisions.
